The hinge on the handlebar is stuck

The sleeve or hinge on the handlebar is stuck. How can I fix it?

The sleeve must be pried open using a tool. Underneath this sleeve is a small screw, which is the cause of the blockage. The screw must be turned in slightly, a half to a full turn at most. The screw serves to stabilize the sleeve; if it is turned in too far, the handle will have too much play.
